The government has brought a series of amendments to the Import Policy Order 2026–2029, relaxing several conditions for the readymade garments (RMG), textile, and industrial sectors. In particular, opportunities have been expanded for importing fabrics used in producing high-value and specialized apparel made from synthetic fibres (man-made fibres).
Additionally, the rules for importing capital machinery for setting up industries have been simplified. The Import and Internal Trade-1 Branch of the Ministry of Commerce issued a notification in this regard on Sunday (September 21).
These amendments were introduced under the powers conferred by the Imports and Exports (Control) Act, 1950, and the Import Policy Order 2026–2029. The notification comes into effect immediately.
According to the new amendments, specialized synthetic fabrics used in the production of seamless sportswear, high-value fashion goods, and functional apparel can now be imported regardless of size and shape. However, a recommendation from the relevant garment sector association—BGMEA or BKMEA—will be required.
Furthermore, provisions have been clarified for importing raw materials and packaging materials against back-to-back LCs or contracts as per the Utilization Declaration (UD) or Utilization Permission (UP) for exporting specialized textile and hosiery products. Items listed under prohibited or conditional categories can also be imported in designated quantities.
The notification states that, alongside irrevocable letters of credit (LCs) or contracts, imports can now also be conducted through Telegraphic Transfer (TT) systems in specific cases.
Import rules for salt have also been simplified for bond-licensed industrial enterprises. From now on, the customs authority will determine the import quantity based on the approved annual demand and actual utilization. Recommendations from sponsoring organizations will no longer be required in this case.
Another crucial change for the industrial sector is that approved industrial units will be able to import capital machinery for setting up industries without an Import Registration Certificate (IRC). Provisions have also been made to allow the import of necessary spare parts to keep production running smoothly.
Additionally, in the case of private importers, cover notes and insurance policies issued by the Sadharan Bima Corporation, Bangladeshi insurance companies, or foreign insurance companies (where applicable) must be submitted online to the customs authority during goods clearance.
Ministry of Commerce officials stated that these amendments aim to meet the demands of export-oriented industries, boost the production of high-value garments, and streamline the import process. The new facilities will particularly help expand Bangladesh’s share in the global market for man-made fibre-based apparel.
